Croft Parish Council

 

Minutes of the Full Council Meeting held at Croft Village Hall on Monday 2nd October 2023 commencing at 7pm. These are notes of the meeting until approved by the Council as a true and accurate record.

Present:

Cllrs G Bowser, N Cooper, S Dennis, and S Gould.

With both the Chair and Vice-Chair absent, it was resolved unanimously to appoint Cllr Dennis as Chair for the meeting.

Public Session

There were three members of the public in attendance.

Resident 1 wanted to provide information to the Council on how the parish Church operates but will come back next month when hopefully there are more Councillors at the meeting and will ask the Vicar to come along as well. The resident advised Western Power were waiting for a response from the Parochial Church Council regarding the proposals to install a unit to house a switch gear. The PCC are in turn waiting for a response from the Parish Council.

Cllr Dennis advised it would be better when there are more Councillors in attendance.

Relating to concerns of the unit being located in the corner of the park, Cllr Bowser commented that Health and Safety would be at the top of Western Power’s priorities.

The Chair welcomed all present.

  1. Apologies for Absence.

It was resolved unanimously to accept apologies from Cllrs Coxall, Drury, and Blackburn.

  1. Declarations of Interest.

None received.

  1. To confirm the minutes of the Council meeting held on Monday 4th September 2023.

With no matters arising, it was resolved unanimously to accept the minutes as a true and accurate record of the meeting.

  1. To approve the list of accounts submitted for consideration for:
    1. August Income and Expenditure
    2. September Income and Expenditure

It was resolved unanimously to accept the list of accounts.

  1. To receive updated bank reconciliation for:
    1. September

The Clerk provided the bank reconciliation for information purposes only.

  1. To consider Western Power’s proposals to site a shed on the playing field.

Councillors discussed health and safety issues with locating this unit in the corner of the park and recommended seeking assurances from Western Power over the safety concerns.

Councillors also suggested asking for upgrades to the noticeboard and entrance gate to the park as these would have to be relocated if the unit was installed. The Clerk to follow up with the PCC.

  1. To receive notification of any planning permissions, refusals, withdrawals, or amendments.
    1. S/039/01164/23 - Donkey Pastures, Middlemarsh Road - request for information

This request was sent to Councillors via email. The District Council requested evidence or information of a caravan used for permanent residence.

  1. S/039/00900/23 - retention of a firefighting facility at Hollytree Farm - Decision Notice

The decision notice was sent to Councillors prior to the meeting - permission granted.

  1. S/039/00184/23 - Belvedere Lakes - amendment

This amendment was sent to Councillors prior to the meeting - no comments were received as the Council previously supported the application.

  1. To receive a report on the Village Hall.

No report submitted.

  1. To receive reports from the Chair and Clerk to the Council

The Clerk updated Councillors on recent training, passing the ILCA qualification with an average pass mark of 94%. Further training will take place through October, November, and December on the next course - the CiLCA qualification, which will take 200 hours to complete. The Clerk also reported signs to fixmystreet that need replacing and the black and white historic finger post sign at the Low Road and Middlemarsh Road junction that is missing an arm, the sign also needs repainting.

  1. To receive a copy of the end of year internal audit.

The Clerk provided a copy of the end of year internal audit and an update on the progress on the recommendations set out in the report.

  1. To receive a copy of previous resolutions and action points.

The Clerk provided a copy of previous resolutions and action points for information purposes to keep Councillors up to date with works in progress.

  1. To receive an update on the community library project.

Councillors queried the date of the opening. Cllr Gould confirmed it would be 6:00 - 8:00pm with games and crafts for the children. The Clerk to confirm the date with the Chair and noted that in September’s minutes in mentioned 17th October.

Cllr Dennis to supply cakes and other refreshments. Cllr Dennis confirmed that posters had already been distributed in Croft Bank.

 

The Chair closed the meeting at 7:38pm.
